Dr Jo Orlando joined APPI as Policy Fellow (Academic Stream) in January 2026 to develop the Panoramic EdTech Policy Framework to cohesively address multiple, and often disconnected and competing emerging needs in education technology governance. The framework uses gap analysis, trade-off mapping and scenario modelling to anticipate policy tensions and inform integrated decision-making. This work supports NSW in strengthening whole-of-child approaches to technology policy, positioning the state as a leader in coordinated, system-level responses to digital change in education across education, technology and child wellbeing systems.
